NAURU KARATE FEDERATION

The Nauru Karate Federation was first established in 1999 to progress the development of karate and sport karate in the Republic of Nauru.
August 21st 1999 a meeting was held at the NSKA dojo in Meneng District and an executive was duly elected by those people present at the meeting. 
Since then, the Federation has undergone much change and also faced challenges in the progression of other popular sports in Nauru.
In the most recent meeting to be held by the Federation, Mr Daniel Eoe was re elected as President of the Federation with the following persons also elected as members of the executive:
Vice President: Hon. Asterio Appi M.P. Deputy Speaker of Parlaiment
Secretary General: Hon. Lionel Aingimea M.P. Assistant Minister for Justice and Border Control
Treasurer: Ruwena Ika
Executive Members:Joseph Raidinen , Delores Akibwib and Justina Akubor. 
The Nauru Karate Federation continues to advocate for the development of Karate in Nauru and hopes in the future it will be able to send its members to represent Nauru abroad.

CONSTITUTION



ARTICLE 1 - PURPOSE:


  1. The purpose of the Association shall be to diffuse Karate to the community, to foster Karate on a National level, to develop the art of Karate as well as the spirit and physical culture of the members of the Association and to standardize grading’s. It shall cover all practitioners of Karate in the Republic of Nauru.


2. The aims and objectives of the Association shall be –


3. To support, develop, protect and advance the practice of Karate throughout the Republic of Nauru.


4.To establish universal criteria for standards, and the recognition of instructors and grading’s.


5. To organize Karate Championships as deemed necessary


6. To select and support contestants in National and International Karate Championships.


7. To promote the proper, healthy and lawful practice of Karate and to repress all abuses of Karate in accordance with the Code of Ethics


8. To prevent racial, religious, sexual or political discrimination among practitioners of Karate.


9. To co-operate with, support and assist other organizations, bodies and parties, which, in the opinion of the Association promote the best interests of Karate


11. To communicate with, affiliate with, or enter into relationships, with other organizations, associations, bodies and societies whether in Nauru or outside Nauru in such a way as to further the interests of Karate.


11(A) In reference to affiliations under Article 1.11, The Federation recognises the World Karate Federation, hereafter referred to as the WKF and subsequently fully accepts statues which govern the WKF and fully complies with any and all statues which the WKF holds to account is other member countries.

12. To liaise with government and semi governmental bodies and to apply for and pursue applications for governmental assistance and support.

13. To enter into legal and other arrangements and relationships of a business or commercial nature such as may be necessary to promote the interest of Karate and to do all such other lawful things as are incidental to or conducive to the attainment of the objects of the Association.

  1. The property and income of the Association shall be applied solely and exclusively to the promotion of its objectives and no part may be applied, directly or indirectly, by way of pecuniary profit to a member.




ARTICLE 2 - CODE OF ETHICS

2.0 In accordance with the following standards for correct conduct and practice, all members of the Nauru Karate Federation, all accept and abide by the following rules as representatives of the N.K.F:

  1. Co-operate with the Nauru Karate Federation in establishing and conducting a quality program of sport karate.


  1. Work towards the positive promotion of Karate in the community and districts.


  1. Behave in a dignified manner whilst representing the Federation in any capacity, and that personal conduct will always be such as to uphold and not injure the standing and reputation of the N.K.F. within the community.


  1. Refrain from the misuse of any official position for personal gain by way of exaggerated or unsubstantiated claims, fraudulent practice or sexual harassment.


  1. Adhere to the official dress code whilst representing the Federation.

  1. Neither possesses, nor use, prohibited drugs or any banned substances, nor participate in any activity that is illegal or contrary to the policies or interests of the Federation.


  1. Make every effort to respect the rights of all people involved in Karate regardless of gender, race, religion or social status.


  1. Endeavour to regularly improve and upgrade knowledge and professionalism as a representative of the Federation.

  1. Keep confidential all matters, which may be learned, in any official capacity

ARTICLE 3 - Membership

3.0 The NKF will comprise of a Committee to deliberate upon matters and shall comprise of between 5 and 9 members chosen by democratic elections at the Annual General Meeting

  1. Pursuant to rule 3.0, the Committee shall be chaired by a member and consist of the following office bearers: President, Vice President, Treasurer and Secretary of the Federation and 3 to 5 Executive Committee Members.


Procedure

  1. The Committee shall meet as often as it deems necessary, though no more than 12 months shall elapse between each meeting.


  1. A quorum for a meeting of the Committee shall be 4 members.


  1. All resolutions of the Committee must be passed by majority.

  1. The Committee shall keep proper minutes of its meetings, which shall be approved by resolution and then provided to the Secretary of the Association within one month of the conclusion of the meeting.

  1. A nominated representative of the Nauru Olympic Committee and or Department of Sport may attend each meeting by standing invitation.

Authority

  1. The Committee shall have the power to carry out its purpose.

  2. Without limiting the powers of the Committee, the Committee shall have the power to:

  1. Obtain any information it requires from members of the Association or from external parties;

  2. Obtain external independent legal or other expert advice following the written approval of the President of the Federation.

  3. Require the attendance of members of the Association at meetings; and

  4. Approach and correspond with relevant persons and bodies, so long as any irrevocable actions are approved by majority of Committee members.

Review

  1. The Committee shall review its own performance on an annual basis to determine whether it is functioning effectively and then document in a report its findings.

  2. The Committee shall, at any time, recommend to the President of the Federation any adjustments to any part of this Charter that it considers necessary.

  1. Members of the Committee will provide necessary administrative support to the Committee as required.

Prior to 18th February, 2020

Annual General Meeting convened in Meneng District at house 27, Main road in Nauru, on the 18th of February, 2019, at 7.30pm a quorum of NKF executive was declared and therefore the NKF Executive deliberated and re elected Daniel Eoe as President of the Nauru Karate Federation, Hon. Asterio Appi M.P. as Vice President and Hon. Lionel Aingimea MP as Secretary General. Ruwena Ika was elected as Treasurer, with Joseph Raidinen, Delores Akibwib and Justina Akubor elected as members of the Nauru Karate Federation executive members. The new executive of the Nauru Karate Federation reaffirmed its commitment to pledge its allegiance to the WKF. Discussions and dates were set to host and conduct the first ever Karate Championship on Nauru were set to be held in conjunction with Nauru's National Constitution Day and be held on the weekend of 18th May, 2019. The next day 19th of May had also been agreed to be the first ever selection trials for Nauru National Karate Team to select Karateka from Nauru to compete at international championships in the future.

Acknowledgement of sponsors and assistance given to the Nauru Karate Team and NKF was duly noted.

The committee agreed pursuant to Article 3.2 of its Constitution to re convene at a date and time to be agreed by all prior to the 18th February, 2020.

The Nauru Karate Federation is duly endorsed by the the Government of Nauru through the Ministry of Sports. The NKF is also a full member of the Nauru Olympic Committee.
On the 17th of May, 2018, the Nauru Karate Federation has re established itself as a member of the Oceania Karate Federation. The World Karate Federation has also ratified the Nauru Karate Federation, as a full member of the WKF which was done at the WKF World Championships in Madrid, Spain 2018. The Federation also is a full member of the APSKF.

EXECUTIVE

Recently elected at the last AGM held in February, 2019, the Nauru Karate Federation Executive is working hard to advocate greater participation of karate throughout the Nauruan Community. The executive remains committed to exploring avenues to further develop karate in Nauru while at the same time giving its members the opportunity to represent their country abroad and gain exposure at future international championships throughout the Oceania region and beyond.

DANIEL EOE B.A. HONS. GRAD. DIP. PSM

PRESIDENT

Daniel Eoe is currently a 4th Dan Black Belt certified by the late Grandmaster Ken ei Mabuni. A direct student of Sensei Con Kassis, Sensei Daniel has over 35 years of experience in martial arts with a competition career spanning 11 years from 1985 to 1996. In that time he has won notable titles such as becoming the 1993 AKF Australian Open Karate Champion, 1994 AKF Australian National Karate Champion, 1994 OKF Oceania Mens Open Karate Champion representing Nauru. A strong advocate for promoting Karate on Nauru, he is keen to see greater participation from future Nauruan Karate Athletes represent their country abroad.

HON. ASTERIO APPI M.P.

VICE PRESIDENT

Hon. Asterio Appi MP is the current Deputy Speaker of Parliament, Member of Parliament for the Nauruan Constituency of Boe and recently re elected to the executive for a second term at the recent AGM in February 2019. Holding a Masters Degree from Griffith University in Queensland, Australia,  as well being fluent in Chinese Mandarin, Nauruan, English and a working knowledge of Fijian, he is a true asset to the executive. His long time support of promoting active participation of youth in sporting programs on island coupled with his vision, certainly assist the Federation in planning future programs to implement throughout the Nauruan community.

HON LIONEL AINGIMEA MP.

Secretary General

The Hon Lionel Aingimea MP is the current Assistant Minister for Justice and Border Control as well a qualified legal practitioner in Nauru and various other countries in the Pacific region. Dux of his class when studying law he brings a wealth of experience to the executive surrounding the legal frameworks required to not only establish the Federation but maintain that the Nauru Karate Federation complies with the current laws of Nauru as well as governing statutes of affliate bodies such as the OKF and WKF. Committed to the growth of the Federation and its members, the Federation is very fortunate to have Mr Aingimea's legal and business knowledge to round off a very solid senior executive line up.

RUWENA IKA

Treasurer

Ruwena Ika was recently elected as Treasurer for her first term at the recent AGM in February, 2019. Educated in Melbourne, Australia, as well as Nauru, Ruwena has a solid background in management and logistics. Currently employed full time with the Justice Department as a Personal Aide and Legal Secretary to the Chief Justice of Nauru, the Federation is very excited to welcome Ruwena's dedication and infectious enthusiasm.

Justina Akubor is a newly elected member to the Federations Executive. Currently employed full time as an Executive Secretary and PA to the Minister for Finance, her wealth of experience in administration is welcomed by the Federation

Re elected for a 3rd Term, Delores Akibwib has been a member of the NKF and student of Sensei Daniel Eoe since early 2001. A very dedicated student whom is admired by both parents and members of the Nauru Karate Federation, her positive contribution and influence is an asset to the Federation.

JOSEPH RAIDINEN

Executive Board Member

Joseph Raidinen has been involved with promoting karate on Nauru since August, 1999. Having at one stage all his children practicing karate, he a long time supporter of the development of Karate on Nauru. Currently working with the Nauru Utilities Corporation, his practical knowledge and experience ties off an executive with a well rounded wealth of experience and expertise. A committed, capable impressive line up for arguably one of Nauru's fastest growing sports.
